Has Lott ever compared the rate of violent criminals holding may-issued CCWs vs shall-issued CCWs? I would think criminal permitholders who obtain them by bribery are more violent, per capita.
Considering that the guy used a shotgun, why is the permit even a relevant fact?
Also note that an "LTC" while standing for "License To Carry" does NOT necessarily mean you CAN carry. For my first 5 years living in Massachusetts I have an LTC A (the highest permit that entitled me to buy and own any firearm legal in Massachusetts) but it was stamped under the "Restrictions" box: "Target and Hunting Only". Which means outside my home the gun needed to be unloaded and locked at all times, unless I was on private property where I had expressed permission from the owner to handle firearms. (ie a friend's house or a gun club)
Brighton is a neighborhood in Boston where unless you are politically connected you CANNOT get an unrestricted LTC (AKA A Massachusetts carry permit)
This guy couldn't carry anyway, but they're stupid.
