I can kinda laugh at Plaxico but this dude took out a 10 year old girl. I don't find any humor in that.

Plaxico is teh funny! He should replace Helmkoot. We are going to get a lot of mileage out of him. His "PSA" was already made some time ago. ;) It's on Youtube.
After the disaster that was Helmke, I'd suggest that they go with an animated cartoon character. It would reduce the salary expenditure to zero, which would allow them to operate more efficiently. Using a cartoon character would also give them more direct control over the spokesman, who would be more popular with young people and the feeble minded. They could even have colorful, animated, anti-rights PSA's and perhaps even a short, animated film to use as propaganda. I would suggest the following character:
