Special hearings, outrageous license fees, 1000' from basically anywhere, ammo limitations.
Lots of stupidity to avoid the lawsuits they know they're going to lose.
All they're going to do is end up costing the taxpayers more money in court costs and legal fees.

It seems, unfortunately, that this is not necessarily a good thing for advancing rights. Seems to be good for residents of Chicago, though ... at least in the short term.
