"Hi-Cap" Magazine Ban 'Logic'
Regular citizens are not trained and are poor shots so they only need a limited of rounds to protect themselves.

Short answer, they want to ban all guns that won't come to their house and protect them.
Also they know that the Police would revolt if they forced neutered guns into their holsters.
