Shifting the blame.

Chicago blames the state for pothole problem

First Deputy Transportation Commissioner Tom Powers blamed a shortage of state funding, apparently tied to the Illinois General Assembly's failure to approve a capital plan.

What does this have to do w/ guns? Not much directly but it does show the mentality of the authorities in Chicago (although they're not alone in it). When something goes wrong, it's never their fault. Can't maintain your infrastructure? Blame state funding. Can't run the CTA efficiently? Beg for more money then raise prices anyway. Got crime problems? Blame the policies of the rest of the state.

Never mind that entire police units have been disbanded for abuse, half the administration is on trial for corruption, or the fact that Chicago is a 'sanctuary city', There is nothing that is Chicago's fault.
