The 400k increase represents 25% of the new number, but when tracking changes you should compare it to the old number. 400k of the old number, 1.2m, is 33%.
(In advertising, it'd be rounded up to 35%, but we prefer dealing in facts.)
Even a 25% increase over a few years is huge, but 33% is statistically correct, and if you can use a bigger number to twist that knife in the gun control movement's rhetoric that little bit further, why not? ;)
