UK: Drugs/Alcohol a Positive Defense

How do the police keep crime low in the formerly Great Britain?  By charging as few people as possible.

Police have let another home intruder walk free on the grounds he was drunk and high on drugs when he broke in to a disabled man's house at 3.30am.

And if the homeowner had even threatened the intruder, HE would have been arrested.

This is the route anti-gun activists want to take us down in the US.
