I wonder what the plan is for getting it across Quinn's desk with a signature?
I'd like to see this bill attached to one of those "must pass" spending bills or something.
Personally I believe that if downstate Democrats (like Brandon Phelps, the bill's sponsor) were serious about concealed carry they'd have made passage a condition of Quinn's tax hike.
It'd look awfully good on their records at home to say that they passed concealed carry, but darnit, that Quinn just won't sign it. Appease the gun owners without toeing the party line too bad.

Certainly its criminal for them to deny it (keep AND BEAR) and all, but that never stops the left.
