Either way, If a person starts getting into the 'business' of manufacturing firearms using 3D tech, either they need to get an FFL or they're in violation of federal laws already. If they're selling to criminals... already a whole slew of laws they're violating. If they're not, and they make a gun for themselves, all Kotowski wants to do is make a new batch of criminals because he hates guns.
