I don't think it will pass. The NRA, ISRA, et al are pretty dedicated to not allowing a Chicago carve-out but who knows what will happen. They're going to go into full sh!t spewing mode soon if they don't get a stay from SCOTUS.

FOID-carry, and no state preemption on locally created restricted places/signage laws as I understand it.
But that's better than allowing a Chicago carve out. A couple expensive local court wins and most will fall in line.
