The Bill of Privileges

Four New York State Senators (Jeff Klein, Diane Savino, David Carlucci and David Valesky) believe that the 1st Amendment should be treated as a list of 'privileges' ,not rights, granted by the state that can be revoked:
Proponents of a more refined First Amendment argue that this freedom should be treated not as a right but as a privilege — a special entitlement granted by the state on a conditional basis that can be revoked if it is ever abused or maltreated.
I'm going to hazard a guess they're proponents of gun control as well.

Methinks said Senators didn't pay attention in their US Constitution class.

Or Typing. The majority of the 39 page report is in CAPSLOCK.
