16 yr old buys gun from 18 yr old gang banger. Kid occasionally carries it to school and keeps it loaded under his bed. One day kid 'accidentally' shoots his younger brother. Daddy says he was a good church goin' boy.

Gangbanger advances his status within the gang by becoming a killer. That's perfectly consistent with the thug values of gangs. No surprise there.
He can lie and say that it was an accident to evade the penalties, but it does take some work to shoot someone in the head, like loading, aiming and pulling the trigger. The gun doesn't do all that by itself, so it's not really "an accident", is it? Unless one is willing to believe that the gun was accidentally loaded, accidentally aimed, and the trigger accidentally pulled, but isn’t that too many accidents to be a single coincidence?

How fast can we get this kid back on the street so that he can kill again? I think we can have him back on the streets by the time he's 18! Then he should be good for at least several more bodies for our body count after we’ve “recycled” him a few times as an adult.
