Let the black market smuggling begin!
I'd be willing to wager a dollar to a doughnut that as of Jan 2011, CDT's sales of ammo will skyrocket to Fornikalia's neighbor states -- Arizona, Nevada & Oregon. ANd especially to the towns & cities closest to the borders -- Kingman, Yuma (I spent a week in Yuma one day), Las Vegas, Reno, Klamath Falls, Lakeview.
Fornikalia is going to realize the full extent of the Law of Unintended Consequences -- less ammo sales in state therefore less income through taxes, fees, etc. Less ammo to the LEOs. More expenses as the LEOs are forced to pay higher prices to export ammo in (somehow), as well as trying to catch any ammo smuggling citizens (not serfs).

No need to black market smuggle: the law does not prohibit anyone from bringing ammunition into the state, just from mail-ordering it. My friends and I are planning road trips to Arizona or Nevada and coming back with 10s of thousands of rounds at a time. You could also fly back from out of state with ammo (or walk across the border, skip across the border, crawl, etc.)
What the law really does is kill the ability to buy as needed: will I make a road trip for the 100 rounds of specialty ammo (e.g. .41 Magnum) that I can't get locally?
Don't get me wrong: it's one of the dumbest laws on the books and Arnold sold us out BIG TIME to get his budget passed. But, there is no need to do anything black market or illegal. It's just time for road trips.

Do you REALLY think that the Fornikalia PDs & LEOs won't start setting up border "inspections" for the purposes of confiscating "illegal" ammunition (and filling their empty shelves at the same time)? I would be more surprised if they didn't.
Keep track & let us know how it goes next year, after you make your first out-of-state ammo run.
