All the thug constable needed to do was put Refused to Sign on the ticket. He is a coward and a bully hiding behind a badge, gun and taser. He will get his one day.
In Texas you don't have the option of putting Refused to Sign on the ticket. If you don't sign you get a free ride to Jail. If you resist arrest after refusing to sign you might also be tasered.
